The Institute for Public Goods and Policies (IPP) of the Spanish National Research Council (CSIC) is opening a call for Expressions of Interest (EoI) for its support to apply for a “César Nombela” post-doctoral contract.

Key Features of the “César Nombela” researcher contract programme:
- Funding body: Region of Madrid (Comunidad de Madrid)

- Duration of the fellowship: 3 years renewable for 2 more years (maximum total of 5 years).

- Gross yearly salary: Between €40,000 and €46,000 (salary increases dependent on public employment increases).

- Additional research budget awarded with the fellowship: up to €200,000 for research-related expenses, including research assistance, software, training, publishing, conference participation, etc.)

- Deadline to submit the application to the funder: the call has not been published yet

- Expected approximate timeline for funding decisions: Variable but typically 4 months.

- Expected timeline for the start of the fellowship: As decisions about funding are likely to be published in autumn 2025, the expected start of the fellowship is between autumn 2025 and spring 2026. There is little flexibility on the starting date, as contracts need to be signed within 1-2 months of the funding decision and researchers must join the research institutions within 3 months from the funding decision.

- PhD requirements: A PhD degree awarded between 1st January 2015 and 31st December 2022. PhDs can be prior to 01/01/2015 if parental leave or medical leave periods are properly documented (see details in the call). If awarded the fellowship, it will be necessary to request the equivalence recognition of the PhD diploma for non-Spanish PhD degrees (with the exception of PhDs obtained from the EUI.

- Other eligibility requirements: There are no nationality requirements or exclusions, both Spanish and non-Spanish nationals can apply, regardless of where they obtained their PhD. However, all applicants must have spent at least 24 full months out of the last 5 years with an employment contract outside the national territory of Spain. Another important eligibility requirement is that applicants must not have already completed 3 years with an APID contract in any other Spanish research institution.

Additionally, the application requires providing a set of standardized documents and forms that are all described on the call website:
1. An abbreviated CV in a very specific format that will require filling it on an online app (see CVA instructions here),
2. A document outlining the research trajectory,
3. A document outlining the research program proposed,
4. A copy of the PhD degree diploma where the date when it was obtained is clearly shown,
5. Documentary evidence of the employment contracts outside Spain, and of any parental or medical leave for extensions of the PhD eligibility period.
6. All documents will be accepted in Spanish or English but any documents in any other languages will need to be translated by the applicant, who will need to add a statement confirming that they are faithful translations.

Please note that there are page limits and format instructions regarding the two research-related documents (2 and 3), which need to be filled in in the template provided by the call.
- Language requirements: The call does not include any language requirements, but reading comprehension of Spanish will enormously facilitate the application process given the tight deadlines. The IPP is a working environment where both Spanish and English can be used,nevertheless some knowledge of Spanish will always be helpful for day-to-day life.
- Promotion and stabilization opportunities at IPP – CSIC: CSIC has a policy of stabilization and promotion of these post-doctoral contracts that is akin to a “tenure track” (with the specificities required by public law regarding public employment). “César Nombela” post-doctoral researchers will need to undergo a research evaluation on years 3-4 (or earlier) of their contract called R3 certification (see the 2024 call of this certification here). Those who obtain a positive evaluation and the R3 certification will see a public position created that will allow them to compete for a tenured Research Fellow position at CSIC.

How to submit an Expression of Interest to IPP by July 31st 2025 (Madrid time):
- Full CV;
- A 1-page document highlighting your 3 key publications, research achievements and research trajectory;
- A 2-pages document outlining your research plans/programs for the next 3-5 years.

The Institute for Public Goods and Policies (IPP) is an interdisciplinary research institute dedicated to examining the most pressing issues and challenges of the 21st century. Our overarching research agenda aims to understand how and why widening inequalities, sustainability and climate change, rapid technological change, increasing migration and ethnic diversity, or the rising polarization and questioning of core democratic principles challenge societal resilience – that is, the capacity of societies to transform in ways that sustain well-being. First and foremost, we aim at producing excellent research that achieves societal impact. To this end, our research combines cutting-edge interdisciplinary scientific knowledge from economics, political science, science and technology and sociology, and integrates experimental, observational and in-depth qualitative methodologies. Currently, the Institute is being reorganized into five interconnected cross-cutting Research Clusters, each addressing policy-relevant issues related to societal resilience. We encourage prospective applicants to signal in their research plan statement how their program of research for the coming years fits into one or several of these research clusters and, more generally, within the research ambitions, priorities and strategies of IPP.

The IPP is located in the city of Madrid and is gradually expanding. It currently hosts more than 50 researchers at all stages of the research career. Permanent (tenured) research positions at IPP are structured around the CSIC national public positions (part of the Spanish national civil service sector personnel) of Research Fellow, Senior Research Fellow and Research Professor.

Successful candidates for the “César Nombela” fellowships will be on track, after positive evaluation of their research outputs and performance by the Spanish Research Agency, to stabilize their position at IPP through the opening of a public competitive position to Research Fellow (Científico Titular).

El Instituto de Políticas y Bienes Públicos (IPP) del Consejo Superior de Investigaciones Científicas (CSIC) abre una convocatoria de Expresiones de Interés (EoI) para apoyar candidaturas al contrato postdoctoral “César Nombela”.

Características clave del programa de contratos de investigación “César Nombela”:
• Entidad financiadora: Comunidad de Madrid.
• Duración de la ayuda: 3 años, renovables por 2 años más (máximo total de 5 años).
• Salario bruto anual: Entre 40.000 € y 46.000 € (el aumento salarial dependerá de las subidas del empleo público).
• Presupuesto adicional para investigación: Hasta 200.000 € para gastos relacionados con la investigación (asistencia investigadora, software, formación, publicaciones, participación en congresos, etc.).
• Fecha límite para enviar la solicitud al organismo financiador: La convocatoria aún no ha sido publicada.
• Plazo aproximado para la resolución: Variable, pero generalmente de 4 meses.
• Fecha estimada de inicio del contrato: Dado que la resolución de la ayuda se espera para otoño de 2025, se prevé que el contrato comience entre otoño de 2025 y primavera de 2026. La flexibilidad respecto a la fecha de inicio es limitada, ya que los contratos deben firmarse en un plazo de 1-2 meses tras la resolución, y las personas seleccionadas deben incorporarse a la institución en un máximo de 3 meses.
• Requisitos de doctorado: Tener el título de doctor/a obtenido entre el 1 de enero de 2015 y el 31 de diciembre de 2022. Se admiten fechas anteriores al 01/01/2015 si se justifica adecuadamente con documentación oficial períodos de baja por maternidad/paternidad o enfermedad. En caso de obtener la ayuda, será necesario solicitar el reconocimiento de equivalencia del título de doctor/a si se obtuvo fuera de España (excepto doctorados del Instituto Universitario Europeo).
• Otros requisitos de elegibilidad: No hay restricciones por nacionalidad; pueden postularse tanto personas nacionales como extranjeras, independientemente de dónde hayan obtenido su doctorado. No obstante, las personas solicitantes deben haber pasado al menos 24 meses completos durante los últimos 5 años con un contrato de trabajo fuera del territorio español. Además, no deben haber acumulado ya 3 años con un contrato APID en otra institución española de investigación.

Documentación requerida (todos los documentos pueden presentarse en español o inglés; en otros idiomas deben ser traducidos por la persona solicitante con una declaración de fidelidad de la traducción):
1. CV abreviado en formato específico, que deberá rellenarse en una aplicación online (ver instrucciones del CVA).
2. Documento sobre la trayectoria investigadora.
3. Documento con el programa de investigación propuesto.
4. Copia del título de doctorado con fecha de obtención claramente visible.
5. Documentación que acredite los contratos de trabajo fuera de España y cualquier baja médica o parental para ampliar el período de elegibilidad del doctorado.

Nota: Los documentos 2 y 3 tienen límites de páginas y requisitos de formato; deben completarse usando las plantillas proporcionadas por la convocatoria.

Requisitos lingüísticos:
No se requiere dominio del español, pero la comprensión lectora facilitará mucho el proceso, dada la urgencia de los plazos. En el IPP se puede trabajar en español o inglés, aunque siempre es útil tener conocimientos básicos de español para la vida diaria.

Oportunidades de promoción y estabilización en el IPP – CSIC:
El CSIC tiene una política de promoción y estabilización para contratos postdoctorales similar a una “tenure track” (ajustada a los requisitos del empleo público). Las personas beneficiarias del programa “César Nombela” deberán someterse a una evaluación de investigación en los años 3-4 (o antes), denominada certificación R3 (ver convocatoria 2024 aquí). Aquellas que obtengan una evaluación positiva podrán optar a un puesto público permanente como Científico/a Titular en el CSIC.

Cómo enviar una Expresión de Interés al IPP antes del 31 de Julio 2025 (hora de Madrid):
• CV completo;
• Documento de 1 página destacando tus 3 publicaciones clave, logros e itinerario investigador;
• Documento de 2 páginas con el plan/programa de investigación para los próximos 3-5 años.

Se recomienda que las personas interesadas en postular indiquen en su plan de investigación cómo se alinea su propuesta con uno o varios de estos clústeres, y con la misión y estrategia general del IPP.

El IPP se encuentra en Madrid y está en proceso de expansión, acogiendo actualmente a más de 50 investigadores/as en distintas etapas de su carrera. Los puestos permanentes en el IPP están integrados en la estructura pública del CSIC, con categorías de Científico/a Titular, Investigador/a Científico/a y Profesor/a de Investigación.

Quienes obtengan una ayuda “César Nombela” podrán estabilizarse en el IPP tras una evaluación positiva por parte de la Agencia Estatal de Investigación, lo que permitirá la apertura de un concurso público para una plaza de Científico/a Titular.
